Four Counties, Four Rule Sets

New Hanover County

Wilmington, Wrightsville Beach, Carolina Beach, Kure Beach, Castle Hayne, Ogden, Porters Neck, Wrightsboro. Dense, expensive, and strictly regulated on impervious surface and stormwater. City and unincorporated county rules differ, including on accessory dwelling units and short-term rental.

Brunswick County

Leland, Southport, Bolivia, Winnabow, Belville, Navassa, Shallotte, Oak Island, St. James, Boiling Spring Lakes. One of the fastest-growing counties in the state. Larger lots in many areas, but coastal wind requirements tighten toward the water and HOA covenants are common.

Pender County

Hampstead, Burgaw, Surf City, Topsail Beach, Rocky Point, Currie, Maple Hill, Scotts Hill. More acreage, more agricultural parcels, more septic-dependent lots. Best market in the region for pole barns, equipment storage, and large shops.

Onslow County

Jacksonville, Holly Ridge, Sneads Ferry, Richlands, Hubert, Swansboro. Steady military-adjacent housing demand plus rural acreage. Strong for both ADUs and large agricultural or equipment storage buildings.
